What was the most surprising thing you discovered when writing the report? A. How low H-1B wages actually were. It was well-known that H-1B workers were paid less than Americans. However, I did not expect to find the majority were in the bottom quarter of U.S. wages. Q. Why did you not take age into account? A. I wanted to measure compliance with the the spirit of the law. The law requires employers to pay H-1B workers the HIGHER of prevailing wage for the occupation and location or the wage paid to people with similar skills. Employers are not supposed to justify depressing wages by using younger workers in the H-1B program. Q. How come the recommendations in your report do not address the problem of direct displacement of U.S. workers? A. The report does not purport to address all the flaws of the H-1B program. It only deals with the specific problem of the prevailing wage requirement. The recommendations in the report only address the problems demonstrated in the report. There are many other problems with the H-1B program, several of which are briefly mentioned in the report. I believe these other issues should be examined and addressed as well. Q. How do you respond to Stewart Anderson's criticism of your report. A. Stewart Anderson of the National Foundation for American Policy apparently was contracted to write a response to my study. I was more amused than anything else. |
